Plan B Climatech expands MEP talent consulting operations in Texas with Dallas office opening and senior appointments
The specialist staffing firm serving the engineering and infrastructure sectors has expanded.

Plan B Climatech has announced the expansion of its Mechanical, Electrical, and Plumbing (MEP) talent advisory services into Texas, supported by the opening of a new office in Dallas.
The expansion is led by the appointment of Elijah Graham and Hailey Devillier as Co-Heads of Texas MEP. Operating from the firm’s Dallas office, Graham and Devillier will lead Plan B Climatech’s MEP talent offering across the state, with regional coverage spanning Dallas–Fort Worth, Austin, and Houston. The move follows more than two years of growth for Plan B Climatech across the East Coast.
Texas represents one of the fastest-growing engineering and construction markets in the U.S., driven by population growth, large-scale commercial development, and accelerating investment in data centers and critical infrastructure. At the same time, the sector faces a widening talent gap as experienced engineers retire and demand for specialist MEP expertise continues to increase.
Plan B Climatech’s Texas expansion aims to address this challenge through a focused, advisory-led approach. The firm specializes exclusively in MEP staffing, supporting clients to secure skilled engineering professionals in highly competitive, supply-constrained markets.

Elijah Graham brings extensive experience building and scaling talent markets, having previously established and expanded engineering staffing operations across multiple states. His background includes advising both large, multi-office engineering firms and early-stage consultancies, supporting leadership hires and specialist technical growth at both ends of the market.
Hailey Devillier has a strong track record in engineering and infrastructure talent, with experience developing regional markets across the Midwest and collaborating on multi-state engagements. Together, Graham and Devillier form a leadership team with complementary skill sets and a shared focus on high performance, client advisory, and long-term market development.
Looking ahead, Plan B Climatech has set out a clear growth plan for its Texas operation. Over the next 24 months, the firm intends to scale its local presence to 24 professionals based in Texas, building a high-performing, specialist team focused on MEP staffing and workforce solutions.
