Mass. Denies Utility Request

The Massachusetts Department of Telecommunication and Energy denied a utility's request to cross-subsidize. The
Bay State Gas Co. wished to combine its service operations with affiliate utility Energy USA. But the DTE said
separation would reduce the possibility of a monopoly and discrimination.
