Hawaii Gov. Benjamin Cayetano (D) vetoed a bill (H.B. 1338) that would have set new limits on the amounts a contractor could retain from a subcontractor. It also would have repealed a prohibition on withholding any amount after 50 percent of work is satisfactorily completed.
