PHCC of Washington launches No Hours Left Behind
The program aims to simplify workforce compliance for contractors.

The Plumbing-Heating-Cooling Contractors Association of Washington (PHCC of Washington) announced the launch of No Hours Left Behind, a workforce compliance and license management platform designed to reduce administrative burden and compliance risk for contractors operating in Washington State. Offered as a member resource through PHCC of Washington, the platform reflects the association’s investment in practical, contractor-driven solutions that support compliance and long-term business operations.
Developed in direct response to contractor feedback, No Hours Left Behind addresses one of the most complex and high-risk areas of contractor operations, including tracking trainee hours, managing affidavits, maintaining supervisor-to-trainee ratios, and staying ahead of license renewals and continuing education requirements. The platform is purpose-built for Washington contractors and reflects how the trades operate in the field and in the office.
For many contractors, compliance management has relied on employees managing their own renewals, supported by spreadsheets, manual calculations, and last-minute reminders. This patchwork process increases stress and the risk of errors and fines. No Hours Left Behind offers a centralized, contractor-informed system that brings clarity and consistency to workforce compliance.
“No Hours Left Behind helps contractors reduce exposure to costly L&I infractions by improving how trainee hours and supervision are documented,” said Todd Allred, executive director of PHCC of Washington. “It gives employers a practical way to demonstrate good-faith compliance before small gaps turn into serious penalties.”
The platform currently supports plumbing contractors, with additional features and expanded trade coverage planned as part of a long-term development roadmap. Future phases are expected to include expanded licensing support and broader workforce tracking tools, reinforcing PHCC of Washington’s commitment to contractor-driven solutions.
“It’s an excellent tool. It does nothing but help me make sure all my guys get their hours recorded properly to get their licenses,” said Jeff Johnson, general manager of Spartan Plumbing in Tacoma. “It’s going to streamline everything, and it’ll be nice that I can give my guys reminders and say, ‘Hey, your trainee card’s coming up. We don’t want anyone to lapse.’”
Robert Johnson, owner of Bob Larson Plumbing in Tacoma, added, “I like the fact that No Hours Left Behind combines a lot of clunky work that we’re doing right now. We’re putting things together in Excel, from our CRM, and from all these different places, and then we’re having to put all that information into L&I. It’s just a lot.”
“We’re consolidating everything so that one person can do it per quarter,” Johnson continued. “The one thing we all value that there’s not enough of is time. The more you can automate, the fewer mistakes happen, which is why a lot of our hours are getting kicked back. No Hours Left Behind is going to make more time and help stop those kickbacks.”
No Hours Left Behind is available now, with guidance provided through PHCC of Washington. While the platform supports compliance workflows, contractors remain responsible for reviewing and submitting accurate information in accordance with state requirements.
