Colorado Says 'No' To Deregulation

Three votes prevent formal deregulation recommendation.
The Colorado Electricity Advisory Panel voted against opening the electric power industry to competition. The final vote, 17-11, fell three votes short of making it a formal recommendation to state lawmakers, but it has set a negative tone to make it unlikely a deregulation bill will be passed before 2001.
