A provision in the House version of the Department of Defense Authorization bill (H.R. 1815, S. 1042) that would have required federal purchasing agents to use Internet reverse auction procurement for all commercial items the federal government buys, except construction and related services, was struck out by Senate conferees.

Instead, the conference report passed by the House and Senate directs the Office of Federal Procurement Policy and the Federal Acquisition Regulatory Council to review the current use of reverse auctions for commercial item procurement and identify which items should be purchased by reverse auction.
