The Construction Quality Assurance Act of 2000 (H.R. 4012) would protect subcontractors performing work in the federal construction market. The proposed act has been praised by the MCAA for targeting quality improvement of federal project delivery and competitiveness by effectively stemming abusive business practices of bid shopping and peddling.
