A federal appeals court upheld California's wage law apprenticeship standards, which require prevailing wages for workers who are not in registered apprentice programs. A unanimous panel rejected an ongoing claim, ruling that state minimum standards for apprentices were not meant to be governed by the National Labor Relations Act.
