Few subjects get our readers more animated than codes and licensing regulations. Code enforcement in this country is largely a matter of keeping honest contractors honest. Those who are duly licensed, pull permits and play by all the rules often get nitpicked by yokel inspectors. Meantime, unlicensed and unscrupulous hacks pretty much have carte blanche to cut corners.
