The Electric Consumers' Power To Choose Act, introduced May 26 in the House of Representatives, would deregulate and restructure national utility markets. If passed, it would allow states to regulate ratepayer subsidization issues and give the Federal Energy Regulatory Commission access to utility holding companies' affiliates and subsidiaries books and records.
