Wage and benefit settlements reported to the Construction Labor Research Council so far in 2000 have resulted in an average first-year increase of $1.15 or 3.7 percent and a second-year increase of $1.25 or 3.8 percent. Settlement levels remain toward the high end of their narrow range of the past decade, with bargaining activity staying light.
