Bid Shopping Penalty Bill Introduced

Representative Paul Kanjorski (D-PA) introduced the Construction Quality Assurance Act of 2001 (H.R. 1859). The bill would apply to direct federal contracts of $1 million or more, and would require the contracting officer to either cancel the contract or assess liquidated treble damages against a contractor when becoming aware the contractor paid less in subcontract costs than was included in the original bid.
