New York City Comptroller, Alan Hevisi, has been working on a pilot program to identify contractors who provide questionable bids. There is a mandatory pre-award conference and labor breakdown review when apparent low-bidders are 20 percent or more below the next lowest bid. In more than 37 percent of the cases reviewed under this procedure the award was not given to the apparent low bidder.
