Leaders of the Laborers' Union and the U.A. have formed an agreement on how to resolve jurisdiction disputes. According to the Engineering News Record in July, in a memorandum of understanding, the two unions agree not to "propose or support any proposal before a state or local government body or before a model code body" that calls for a license to perform utility work.

U.A. president Martin Maddaloni says resolving disputes internally "has a lot more merit" and is working on a similar jurisdiction pact with the sheet metal workers' union.
